Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 5345 -- “A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §15-12-1b; and to amend and reenact §15-12-2 of said code, all relating to the registration requirements in the Sex Offender Registration Act; providing for definitions; adding a definition for transient residence; relating to establishing a 10 day timeframe by which registrants are required to update their information when there is a change in information; and clarifying how those required to register sex offenders, who have no permanent residence, can satisfy their legal obligation by providing a transient residence within the state.
